Board of Education

Ms. Gatti was appointed to the Rockland BOCES Board of Education in 2016 and has served on the North Rockland Central School District Board of Education since 2005. She is currently an administrative assistant at Robert A. Lenahan Architects. Mrs. Gatti previously worked for 13 years as Village Clerk for the Village of Haverstraw. Ms. Gatti is a former President of the Rockland County School Boards Association (2011-13), President of the Haverstraw-Stony Point School Board of Education (2009-2013) and Haverstraw-Stony Point PTA Council President (1998-2005).

Mrs. Bierker was elected to the Rockland BOCES Board of Education in 2018 to represent the Clarkstown Central School District. Tamara, who also serves as President of the Clarkstown Board of Education, brings five decades of public education experience to BOCES, including many years as Department Chairperson of School Counseling (Guidance) at Felix Festa Middle School in West Nyack. Mrs. Bierker has been honored to receive the Life Member Award, Distinguished Service Award and Outstanding Service award from FFMS and the Clarkstown Council PTA.

Mrs. Zugibe represents the North Rockland Central School District and has been a member of the Rockland BOCES Board of Education since 2008. She has been a member of the North Rockland Board of Education since 1993 and serves as Treasurer of the Rockland County School Boards Association.

In January 2022, Peggy was elected President of the New York State School Boards Association (NYSSBA), representing boards of education in all 731 public school districts in New York State. She is the longtime chair of the steering committee of the Hudson-Long Island Coalition for Responsible State Funding of Education, a board member of the United Way of Rockland County, and a member of the joint policy committee of the Lower Hudson Education Coalition and the Mid-Hudson School Study Council.

A Rockland County resident for more than 30 years, Jackie Dubil Craig was appointed to the Rockland BOCES Board of Education in July 2021. Jackie has been a member of the Pearl River School District Board of Education since 2018, serving recently as Vice-President. As Behavioral Analyst and Director of Behavioral Services, she is currently employed at Bergen County Special Services overseeing public school programs for individuals with autism. Mrs. Dubil Craig is also an adjunct professor for special education at Fordham University, Dominican College and St. Thomas Aquinas College. She is a proud mother of three children: Jack, Riley and Ryan.

Sandi Jeanette has been a member of the Rockland BOCES Board of Education since 2007 (representing the Suffern Central School District) and has served as both its Vice President and President. Sandi also served as a member of the Suffern Central School District Board of Education for nine years. In 2021, Sandi retired as Worksite Wellness Coordinator at Good Samaritan Hospital in Suffern following her previous position as Rockland County Director of the American Heart Association.

Before entering the field of healthcare, Sandi was an educator in the New York City public school system at both the elementary and secondary levels, including time as an ESL instructor at Rockland Community College.

In 2017, Sandi received the Mid-Hudson School Study Council "Award of Excellence" for school board service. She is a member and past president of the Rockland County School Boards Association (RCSBA) and was the recipient of its EDDY Award for Excellence in Education in 2022, and its Hall of Fame award in 2023.

Sandi is a 2014 graduate of the New York State Education Department's Policy Fellowship Program, which examines policies from the federal and state departments of education, the New York State Board of Regents and local boards of education, to promote equitable education policy for all students.
